Professor Francis joined the law faculty in 2024 and teaches Constitutional Law, Criminal Procedure, and Evidence. Before joining the faculty at Widener Commonwealth, he served as an Assistant Professor of Law at Mississippi College School of Law and the Director of the Litigation and Alternative Dispute Resolution Center. Prior to his academic appointments, he served as a federal prosecutor with the US Attorney’s Office. He also served on active duty as an Army JAG officer. As a JAG officer, he served as a legal advisor and an administrative law attorney. Professor Francis is currently a Captain in the Army Reserves.
His research and scholarship interests focus on Second Amendment and firearms law. He has served as a Second Amendment expert witness in both federal and state court. His work has been cited by federal district and appellate courts. His work has or will appear in leading law journals, including the Marquette Law Review, Southern Methodist University Law Review, Texas Tech Law Review, and the Texas Review of Law and Politics.
